Macao’s tourism industry is set to achieve significant milestones in 2024, with a target of 33 million visitors on the horizon. At the second Plenary Meeting of the Tourism Development Committee (CDT) on November 28, 2024, Secretary for Economy and Finance, Lei Wai Nong, highlighted the city’s impressive tourism growth, propelled by favorable policies from the Central Government and a collective effort from various sectors. Over 29 million visitors arrived in Macao between January and October 2024, marking a year-on-year increase of 28.1%, and bringing the city closer to pre-pandemic tourism levels.
Strong Recovery Drives Macao’s Tourism Surge
Secretary Lei Wai Nong attributed Macao’s tourism boom to the support of the Central Government and the local community’s efforts to foster sustainable tourism development. He emphasized that the government’s implementation of the “1 + 4” strategy is key to Macao’s long-term goal of becoming a global center for tourism and leisure. This strategy, which focuses on diversifying Macao’s tourism offerings, has played a pivotal role in the city’s tourism recovery.
Macao recorded an average of 95,000 daily visitors between January and October 2024, with peak days seeing over 110,000 arrivals. The length of stay for both overnight and hotel guests has exceeded pre-pandemic levels, further validating the city’s success in rebuilding its tourism sector.
International Visitors Contribute to Steady Recovery
International tourism also showed positive momentum. In the first ten months of 2024, Macao welcomed around 1.89 million international visitors, reaching 73.1% of the volume recorded during the same period in 2019. On average, 6,200 international visitors arrived in Macao daily, with the numbers remaining consistent, signaling a steady recovery in key international markets.
Macao Tourism Development Master Plan’s Second-Phase Review
The meeting also focused on the progress of the Macao Tourism Industry Development Master Plan, which was initially launched in 2017. The second-phase review of this plan outlined strategies to further diversify tourism and strengthen Macao’s role as a leading global destination. The Master Plan’s ongoing implementation aligns with the “1 + 4” strategy, which aims to broaden tourism offerings, attract new markets, and create a more resilient tourism ecosystem.
Research findings presented during the meeting highlighted six key areas for future growth: diversifying leisure tourism, expanding visitor markets, enhancing regional tourism cooperation, promoting sustainable tourism growth, innovating tourism products, and incorporating artificial intelligence into the tourism experience.
Collaborative Initiatives to Enhance Macao’s Global Appeal
During the meeting, CDT members proposed a series of initiatives to enhance Macao’s tourism sector. These included targeting new visitor markets in the Middle East, Southeast Asia, and Northeast Asia, expanding international air routes, and improving Macao International Airport’s function as a regional transit hub. Members also discussed improving transportation infrastructure within the Guangdong-Hong Kong-Macao Greater Bay Area to make travel more seamless for visitors.
Further suggestions included offering multilingual tour guide training, improving Muslim-friendly facilities, revitalizing older districts with new dining and cultural experiences, and providing high-end transfer services for business travelers. Optimizing tour bus parking and introducing sustainable transportation options were also key points of discussion.
Shaping the Future of Macao’s Tourism through Collaborative Action
The meeting underscored the importance of collaboration between government bodies, tourism stakeholders, and local businesses to shape the future of Macao’s tourism sector. Representatives from various entities, including the Macao Government Tourism Office (MGTO), the Secretariat for Transport and Public Works, and tourism-related industries, contributed to a shared vision for the city’s tourism development.
By embracing the “tourism +” strategy, Macao aims to continue its tourism growth and reinforce its status as an international hub for leisure and tourism. With the continued support of the Central Government, the city is on track to meet its visitor targets and solidify its position as one of the world’s top destinations.
